DECISION

ON ASSIGNMENT OF TASKS TO DEPUTY PRIME MINISTERS

THE PRIME MINISTER OF VIETNAM

Pursuant to the Constitution of the Socialist Republic of Vietnam in 2013;

Pursuant to the Law on Government Organization dated June 19, 2015; the Law on Amendments to the Law on Government Organization and the Law on Local Government Organization dated November 22, 2019; 

Pursuant to the Government’s Decree No. 39/2022/ND-CP dated June 18, 2022 promulgating Working Regulations of the Government of Vietnam;

Pursuant to Decision No. 1460/QD-TTg dated September 06, 2021 of the Prime Minister on assignment of tasks to the Prime Minister of Vietnam and Deputy Prime Ministers;

Based on requirements and actual performance of direction and administration tasks;

HEREBY DECIDES:

Article 1. Assignment of tasks to Deputy Prime Ministers

1. Deputy Prime Minister Le Minh Khai:

a) Monitor and direct activities, agencies and act as Chairman or Head of National Committees/Councils and Steering Committees prescribed in Clause 3 Article 2 of the Decision No. 1460/QD-TTg dated September 06, 2021 on assignment of tasks to Prime Minister and Deputy Prime Ministers.

b) Direct the performance of tasks relating to commerce, import/export, reserves and supply of petrol and oil, logistics services; economic zones, industrial parks and export-processing zones during the absence of Deputy Prime Minister Le Van Thanh.

c) Monitor and direct the Office of the Government and the Bank for Social Policies.

2. Deputy Prime Minister Tran Hong Ha:

a) Monitor and direct activities in the following fields:

- Education, training and vocational education and training.

- Labour, employment and social issues.

- Information and communications.

- Culture; tourism; sports.

- Health care, population, families and children.

b) Monitor and direct the Ministry of Education and Training, the Ministry of Labour, War Invalids and Social Affairs, the Ministry of Information and Communications, the Ministry of Science and Technology, the Ministry of Health, the Ministry of Culture, Sports and Tourism, Vietnam Academy of Science and Technology, Vietnam Academy of Social Sciences, Vietnam National University – Hanoi and Vietnam National University – Ho Chi Minh City.

c) Act as the Chairman of the National Council for Education and Human Resource Development; the Chairman of the Central Council for National Defence Education and Security; the Chairman of the National Council for Sustainable Development and Competitiveness Improvement; the Head of the State Steering Committee on Tourism; the Head of the Central Inter-sectoral Steering Committee for food hygiene and safety; the Chairman of the National Committee for AIDS, Drugs and Prostitution Prevention and Control; Chairman or Head of other national committees/ councils or steering committees in relevant fields.

d) Direct the performance of tasks relating to industrial, construction, transport, natural resources and environment fields; strategies for response to climate change; national comprehensive plannings, regional plannings and provincial plannings; energy assurance, rational and efficient use of energy; nationally important works; fundamental construction investment projects within his jurisdiction as prescribed by laws, and monitor and direct the Ministry of Industry and Trade, the Ministry of Construction, the Ministry of Transport, and the Ministry of Natural Resources and Environment during the absence of Deputy Prime Minister Le van Thanh.

dd) Act as the Chairman or Head of National Committees/ Councils or Steering Committees in relevant fields, and Chairman of the Council for appraisal of plannings which have been designated by the Prime Minister to Deputy Prime Minister Le Van Thanh during the absence of Deputy Prime Minister Le Van Thanh.

e) Perform other tasks as assigned or authorized by the Prime Minister.

a) Monitor and direct activities in the following fields:

- Formulation of institutions, development of the socialist rule of law State of Vietnam; judicial reform.

- Diplomatic and external relation affairs (including external affairs of the Communist Party, the State diplomatic affairs, and people-to-people relations).

- Official development assistance (ODA) and mobilization of concessional loans; aid from foreign non-governmental organizations (NGOs), and foreign NGOs.

- International integration; monitor and direct negotiation and implementation of multilateral and bilateral commitments; ASEAN single-window system, national single-window system and trade facilitation; resolution of international disputes and lawsuits.

- Foreign direct investment (FDI), Vietnam’s outward investment.

- Vietnam’s relations with international regional organizations; border affairs and matters relating to South China Sea and Islands.

- Affairs relating to overseas Vietnamese and foreigners living in Vietnam; human rights-related matters.

- Ethnic minority and religion affairs; hunger eradication and poverty reduction; routine matters relating to emulation and commendation.

- Crime prevention and control; prevention and control of smuggling and trade frauds.

- Parole.

- Cooperation between the Government and the Supreme People’s Court and the Supreme People's Procuracy.

b) Monitor and direct the Ministry of Foreign Affairs, Ministry of Justice, Ministry of Home Affairs, and Committee for Ethnic Affairs.

c) Act as the Head of the National steering committee for international integration; the Chairman of the Steering committee for Vietnam-China bilateral cooperation; take charge of the Vietnam-Laos Inter-governmental Committee; act as the Head of the State steering committee for land border demarcation and marker planting; the Head of the Steering Committee for Human Rights; the Head of the Central steering committee for 03 national target programs (development of new-style rural areas in 2021-2025 period, sustainable poverty reduction in 2021-2025 period, and socio-economic development of ethnic minority and mountainous regions in 2021-2030 period; the Head of the Steering committee for crime prevention and control; the Head of the National steering committee for anti-smuggling, counterfeit goods and trade fraud; the Chairman of the National steering committee for ASEAN single window, national single window and trade facilitation; the Chairman of the National traffic safety committee; the Chairman of the National civil aviation security committee; the Chairman or Head of other national committees/councils or steering committees in relevant fields.

d) Direct the performance of tasks relating to agriculture and rural development, flood prevention and control, search and rescue, and monitor and direct the Ministry of Agriculture and Rural Development of Vietnam during the absence of the Deputy Prime Minister Le Van Thanh.

dd) Act as the Chairman or Head of National Committees/ Councils or Steering Committees in relevant fields, and Chairman of the Council for appraisal of plannings which have been designated by the Prime Minister to Deputy Prime Minister Le Van Thanh during the absence of Deputy Prime Minister Le Van Thanh.

e) Perform other tasks as assigned or authorized by the Prime Minister.

Article 2. This Decision comes into force from the day on which it is signed.
