Căn cứ Nghị định số
01/2008/NĐ-CP ngày 03/01/2008 của Chính phủ quy định chức năng, nhiệm vụ, quyền
hạn và cơ cấu tổ chức của Bộ Nông nghiệp và Phát triển nông thôn;
Căn cứ Quyết định số 42/2002/QĐ-TTg ngày 19/3/2002 của Thủ tướng Chính phủ về
quản lý và điều hành các Chương trình mục tiêu quốc gia;
Căn cứ Quyết định số 277/2006/QĐ-TTg ngày 11/12/2006 của Thủ tướng Chính phủ
phê duyệt Chương trình mục tiêu quốc gia nước sạch và vệ sinh môi trường nông
thôn giai đoạn 2006-2010;
Xét đề nghị của Cục trưởng Cục Thủy lợi,
QUYẾT ĐỊNH:
Điều 1. Ban hành kèm theo Quyết định này Bộ chỉ số theo dõi và đánh giá nước sạch và vệ sinh môi trường nông thôn, gồm 02 nhóm Bộ chỉ số:
Bộ chỉ số cấp ngành.
Bộ chỉ số cấp chương trình.
Điều 2. Uỷ ban nhân dân các tỉnh, thành phố trực thuộc Trung ương tổ chức chỉ đạo thực hiện công tác theo dõi & đánh giá nước sạch và vệ sinh môi trường nông thôn; hàng năm báo cáo kết quả thực hiện về Ban Chủ nhiệm Chương trình mục tiêu quốc gia nước sạch và vệ sinh môi trường nông thôn giai đoạn 2006 - 2010, Bộ Nông nghiệp & Phát triển nông thôn để tổng hợp, báo cáo Thủ tướng Chính phủ.
Điều 3. Quyết định này có hiệu lực thi hành sau 15 ngày, kể từ ngày đăng công báo.
Điều 4. Uỷ ban nhân dân các tỉnh, thành phố trực thuộc Trung ương, Chánh Văn phòng Bộ, Cục trưởng Cục Thuỷ lợi, Giám đốc Trung tâm Quốc gia nước sạch và vệ sinh môi trường nông thôn, Thủ trưởng các cơ quan, đơn vị có liên quan, chịu trách nhiệm thi hành Quyết định này./.

|
Nước hợp vệ sinh: là nước được sử dụng trực tiếp hoặc sau lọc thỏa mãn các yêu cầu chất lượng: không màu, không mùi, không vị lạ, không chứa thành phần có thể gây ảnh hưởng đến sức khỏe con người, có thể dùng để ăn uống sau khi đun sôi. Định nghĩa này còn định tính, cần kết hợp với những quan sát theo hướng dẫn sau đây: Giếng đào hợp vệ sinh: · Giếng đào phải nằm cách nhà tiêu, chuồng gia súc hoặc nguồn gây ô nhiễm khác ít nhất 10 m. · Thành giếng cao tối thiểu 0,6m được xây bằng gạch, đá hoặc thả ống buy sâu ít nhất 3 m kể từ mặt đất. · Sân giếng phải làm bằng bê tông hoặc lát gạch, đá, không bị nứt nẻ. Giếng khoan hợp vệ sinh: · Giếng khoan phải nằm cách nhà tiêu, chuồng gia súc hoặc nguồn gây ô nhiễm khác ít nhất 10 m. · Sân giếng khoan phải làm bằng bê tông hoặc lát gạch, đá, không bị nứt nẻ. Các nguồn nước hợp vệ sinh khác: · Nước suối hoặc nước mặt không bị ô nhiễm bởi các chất thải của người hoặc động vật, hóa chất, thuốc bảo vệ thực vật hoặc các chất thải công nghiệp, làng nghề. · Nước mưa được thu hứng từ mái ngói, mái tôn, trần nhà bằng bê tông (sau khi đã xả nước bụi bẩn trước khi thu hứng) trong bể chứa, lu chứa được rửa sạch truớc khi thu hứng. · Nước mạch lộ là nguồn nước ngầm xuất lộ từ khe núi đá và núi đất không bị ô nhiễm bởi chất thải của người hoặc động vật, hóa chất, thuốc bảo vệ thực vật hoặc các chất thải công nghiệp, làng nghề. |

Công cụ điều tra: xác định bằng phương pháp xét nghiệm trong TC 09. Mẫu: Đối với công trình cấp nước tập trung chọn mẫu 100%; đối với công trình cấp nước nhỏ lẻ, trong khả năng ngân sách cho phép có thể chọn cỡ mẫu phù hợp. Tần suất đo đếm: Mỗi năm một lần, trong quý I hàng năm. Lần đầu lấy mẫu, phân tích 22 chỉ tiêu, các lần sau (6 tháng cho các chỉ tiêu từ 1 đến 12 và 21, 22), các chỉ tiêu khác tùy theo từng trường hợp, sẽ có quyết định cụ thể. |

Công trình cấp nước tập trung hoạt động bền vững (chấm theo thang điểm) phải đạt tiêu chí: mô hình quản lý phù hợp, phát huy trên 70% công suất thiết kế, thu đủ giá nước quy định, cơ chế tài chính lành mạnh. |

Mô hình cộng đồng quản lý: là tổ chức tập thể do những người hưởng lợi lập ra để quản lý, vận hành hệ thống cấp nước, được Chính quyền cơ sở công nhận. Mô hình hợp tác xã: là tổ chức hợp tác do người hưởng lợi cùng tham gia quản lý, vận hành hệ thống cấp nước, hoạt động theo luật hợp tác xã. Mô hình trung tâm NS&VSNT tỉnh: là đơn vị sự nghiệp có thu trực tiếp quản lý, vận hành hệ thống cấp nước. Mô hình tư nhân: là một hoặc vài tư nhân quản lý vận hành hệ thống cấp nước. Mô hình doanh nghiệp: là doanh nghiệp chịu trách nhiệm quản lý vận hành hệ thống cấp nước (công ty cổ phần, công ty tư nhân, công ty TNHH v.v.) hoạt động theo luật doanh nghiệp. |

DECISION
ON ISSUANCE OF THE MONITORING AND EVALUATION INDICATOR SET FOR CLEAN RURAL WATER SUPPLY AND ENVIRONMENTAL SANITATION
THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to the Decree No.01/2008/ND-CP dated January 3 rd 2008 by the Government stipulating the mandates, tasks, responsibities and organizational structure of the Ministry of Agriculture and Rural Development;Pursuant to the Decree No.42/2002/QĐ-TTg dated March 19 th 2002 by the Prime Minister on management and operation of national target programmers;Pursuant to the Decree No.277/2006/QĐ-TTg dated December 11 th 2006 by the Prime Minister on approval of the National Target Programme for Rural Water Supply and Sanitation period 2006-2010;At the proposal of Director of the Water Resources Department;
DECIDES:
Article 1. Issue enclosed herewith the monitoring and evaluation indicator set for clean rural water supply and environmental sanitation, including 2 categories of indicators:
1. Sectoral level indicators
2. Programme level indicators
Article 2. People’s Committees of the provinces and centrally run cities shall organize to direct the implementation of the monitoring and evaluation of clean water supply and environmental sanitation; report annually the implementation results to the national Target programme Steering Commitee for Rural Water Supply and Sanitation period 2006-2010, Ministry of Agriculture and Rural Development for synthesis and report to the Prime Minister .
Article 3. This Decision will take effect in 15 days since the date of the issuance in Government official gazettes.
Article 4. People’s Committees of the provinces and centrally run cities, the Chief of the MARD’s Administrative, Director of the Water Resources Department, Director of the National Center for Rural Water Supply and Environmental Sanitation, leaders of relevant agencies shall take responsibilities to implement this Decision.

Clean water : is a water for direct use or after filtration, it satisfies the following quality requirements: No color; No smell; no strange odor; No harmful components that can negatively affect the human health and it can be used for drinking after boiling. This definition is qualitative and need to link with the observations using the following guidelines. Clean dug well: - It should be 10 m away from latrine, animal shed or any other contamination sources - a minimum height of the dug well wall is 0.6m and be built by stone or brick or protected by concrete rings at least 3 meter down from the ground surface. - The platform of the dug well should be concrete or brick built without cracks. Clean tube well : - The tube well should be 10 m away from latrine, animal shed or any other contamination sources The platform of the tube well should be concrete or brick built without cracks Other Clean water sources: - Spring water or surface water should not be contaminated by human or animal wastes, chemicals, insecticides or industrial wastes and trade villages wastes - Rain water is properly collected through the gutter and roof (made of GI sheet, tiles or concrete slabs) after flushing out the first dirty water.
