PHÊ DUYỆT ĐỀ ÁN “TRỢ GIÚP PHÁT TRIỂN DOANH NGHIỆP NHỎ VÀ VỪA TRONG LĨNH VỰC CÔNG NGHIỆP HỖ TRỢ”

Căn cứ Luật tổ chức Chính phủ ngày 25 tháng 12 năm 2001;
Căn cứ Nghị quyết số 22/NQ-CP ngày 05 tháng 5 năm 2010 của Chính phủ triển khai thực hiện Nghị định số 56/2009/NĐ-CP ngày 30 tháng 6 năm 2009 của Chính phủ về trợ giúp phát triển doanh nghiệp nhỏ và vừa trong lĩnh vực công nghiệp hỗ trợ;
Căn cứ Quyết định số 12/2011/QĐ-TTg ngày 24 tháng 02 năm 2011 của Thủ tướng Chính phủ về chính sách phát triển một số ngành công nghiệp hỗ trợ;
Xét đề nghị của Bộ trưởng Bộ Công Thương,
QUYẾT ĐỊNH:
Điều 1.Phê duyệt Đề án “Trợ giúp phát triển doanh nghiệp nhỏ và vừa trong lĩnh vực công nghiệp hỗ trợ” với các nội dung chủ yếu sau:
1. Quan điểm phát triển doanh nghiệp nhỏ và vừa trong lĩnh vực công nghiệp hỗ trợ:
a) Phát triển doanh nghiệp nhỏ và vừa trong lĩnh vực công nghiệp hỗ trợ trên cơ sở thu hút tối đa các nguồn vốn đầu tư của các thành phần kinh tế, đặc biệt là vốn đầu tư nước ngoài.
b) Phát triển doanh nghiệp nhỏ và vừa trong lĩnh vực công nghiệp hỗ trợ để tham gia vào mạng lưới sản xuất của các tập đoàn đa quốc gia.
c) Phát triển doanh nghiệp nhỏ và vừa trong lĩnh vực công nghiệp hỗ trợ trên cơ sở phát huy tối đa nguồn nhân lực và các nguồn lực trong nước.
d) Phát triển doanh nghiệp nhỏ và vừa trong lĩnh vực công nghiệp hỗ trợ để tăng khả năng cạnh tranh cho doanh nghiệp trước sức ép hội nhập.
2. Định hướng trợ giúp phát triển doanh nghiệp nhỏ và vừa trong lĩnh vực công nghiệp hỗ trợ đến năm 2020:
a) Phát triển doanh nghiệp nhỏ và vừa trong lĩnh vực công nghiệp hỗ trợ dựa trên các khu vực tập trung của doanh nghiệp nhỏ và vừa về công nghiệp hỗ trợ ở một số địa phương.
b) Phát triển Doanh nghiệp nhỏ và vừa trong lĩnh vực công nghiệp hỗ trợ trên cơ sở triển khai thực hiện tốt các chính sách ưu đãi phát triển doanh nghiệp nhỏ và vừa và các chính sách liên quan đến phát triển công nghiệp hỗ trợ.
3. Mục tiêu phát triển:
Đến năm 2020, phát triển doanh nghiệp nhỏ và vừa trong lĩnh vực công nghiệp hỗ trợ cần đạt được một số mục tiêu như sau:
- Đẩy nhanh phát triển số lượng và nâng cao năng lực của doanh nghiệp nhỏ và vừa trong lĩnh vực công nghiệp hỗ trợ, đảm bảo doanh nghiệp nhỏ và vừa trong lĩnh vực công nghiệp hỗ trợ có thể cung ứng được khoảng 50% nhu cầu nội địa hoá ở các lĩnh vực khác nhau của các ngành công nghiệp chế tạo;
- Số lượng doanh nghiệp nhỏ và vừa trong lĩnh vực công nghiệp hỗ trợ đạt khoảng 2.000 doanh nghiệp.
1. Nhóm giải pháp liên quan đến chính sách, thể chế cho doanh nghiệp nhỏ và vừa trong công nghiệp hỗ trợ:
a) Xây dựng chính sách cho các khu vực tập trung của doanh nghiệp nhỏ và vừa trong công nghiệp hỗ trợ: Ban hành khung chính sách với quy định về tiêu chuẩn và ưu đãi cho các Khu công nghiệp hỗ trợ, Khu công nghiệp chuyên sâu.
b) Thể chế hoá các ngành công nghiệp hỗ trợ: Đưa toàn bộ các lĩnh vực hoạt động về công nghiệp hỗ trợ vào phân ngành kinh tế kỹ thuật theo các cấp, ngành đăng ký kinh doanh, Hải quan, Thuế, phân loại thống kê của Tổng cục thống kê.
c) Xây dựng hệ thống chất lượng liên quan đến linh phụ kiện: Xây dựng hệ thống tiêu chuẩn riêng của Việt Nam để hỗ trợ các doanh nghiệp nhỏ và vừa trong lĩnh vực công nghiệp hỗ trợ trên cơ sở xem xét đến các tiêu chuẩn quy định quốc tế cũng như các tiêu chuẩn sẵn có của các tập đoàn đa quốc gia đang có mặt Trên thị trường Việt Nam trong lĩnh vực công nghiệp hỗ trợ.
d) Nhóm giải pháp liên quan đến ưu đãi khuyến khích doanh nghiệp nhỏ và vừa trong lĩnh vực công nghiệp hỗ trợ: Tập trung thực hiện các chính sách ưu đãi, khuyến khích phát triển công nghiệp hỗ trợ theo Quyết định số 12/2011/QĐ-TTg ngày 24 tháng 02 năm 2011 của Thủ tướng Chính phủ về chính sách phát triển một số ngành công nghiệp hỗ trợ; Quyết định số 1483/QĐ-TTg ngày 26 tháng 8 năm 2011 của Thủ tướng Chính phủ về Danh mục sản phẩm công nghiệp hỗ trợ ưu tiên phát triển và các văn bản pháp luật liên quan trong đó đặc biệt quan tâm đến việc ưu đãi, khuyến khích các dự án sản xuất sản phẩm công nghiệp hỗ trợ do các doanh nghiệp nhỏ và vừa là chủ đầu tư.
đ) Giải pháp về tài chính: Giao Ngân hàng Phát triển Việt Nam xem xét xây dựng các quy định riêng về điều kiện vay vốn cho các doanh nghiệp nhỏ và vừa trong lĩnh vực công nghiệp hỗ trợ.
2. Nhóm giải pháp hỗ trợ thông qua các chương trình dự án trợ giúp doanh nghiệp nhỏ và vừa trong lĩnh vực công nghiệp hỗ trợ:
- Chương trình phổ biến công nghệ kỹ thuật sản xuất công nghiệp hỗ trợ dành cho doanh nghiệp nhỏ và vừa;
- Chương trình trợ giúp doanh nghiệp nhỏ và vừa trở thành nhà cung ứng cho các tập đoàn đa quốc gia trong lĩnh vực chế tạo ở Việt Nam;
- Chương trình hỗ trợ doanh nghiệp nhỏ và vừa áp dụng các hệ thống quản lý trong sản xuất;
- Chương trình đào tạo nguồn nhân lực cho doanh nghiệp nhỏ và vừa trong lĩnh vực công nghiệp hỗ trợ;
- Chương trình xây dựng cơ sở dữ liệu và website cung cấp thông tin về công nghiệp hỗ trợ.

1. Bộ Công Thương: Chủ trì triển khai thực hiện các hoạt động trợ giúp phát triển doanh nghiệp nhỏ và vừa về công nghiệp hỗ trợ.
2. Bộ Kế hoạch và Đầu tư: Chủ trì xây dựng khung chính sách dành cho các khu vực tập trung sản xuất công nghiệp hỗ trợ cho doanh nghiệp nhỏ và vừa.
3. Bộ Khoa học và Công nghệ: Bố trí nguồn ngân sách từ Chương trình đổi mới công nghệ quốc gia và Chương trình năng suất chất lượng; Bộ Kế hoạch và Đầu tư: Bố trí nguồn ngân sách từ nguồn trợ giúp phát triển doanh nghiệp nhỏ và vừa; dành cho thực hiện đề án này.
4. Các Bộ: Công Thương, Kế hoạch và Đầu tư, Khoa học và Công nghệ căn cứ vào nhiệm vụ của Đề án xây dựng dự toán kinh phí hàng năm gửi Bộ Tài chính thẩm định để triển khai thực hiện theo quy định hiện hành.
5. Các Bộ trưởng, Thủ trưởng cơ quan ngang Bộ, Thủ trưởng cơ quan thuộc Chính phủ, Chủ tịch Ủy ban nhân dân các tỉnh, thành phố trực thuộc Trung ương, Thủ trưởng các cơ quan có liên quan, trong phạm vi chức năng và nhiệm vụ của mình, chịu trách nhiệm hướng dẫn cụ thể và kiểm tra việc thực hiện Quyết định này.
6. Các doanh nghiệp nhỏ và vừa trong lĩnh vực công nghiệp hỗ trợ, Hiệp hội Doanh nghiệp nhỏ và vừa Việt Nam có trách nhiệm khẩn trương triển khai thực hiện các nội dung của Quyết định này
Điều 3.Quyết định này có hiệu lực thi hành kể từ ngày ký.
Điều 4.Các Bộ trưởng, Thủ trưởng cơ quan ngang Bộ, Thủ trưởng cơ quan thuộc Chính phủ, Chủ tịch Ủy ban nhân dân các tỉnh, thành phố trực thuộc Trung ương và các cơ quan có liên quan chịu trách nhiệm thi hành quyết định này./.

1. Chương trình phổ biến công nghệ kỹ thuật sản xuất công nghiệp hỗ trợ cho doanh nghiệp nhỏ và vừa | ||||||
a | Giới thiệu | Hệ thống doanh nghiệp Việt Nam trong nhiều năm vẫn giữ thói quen và quan điểm sản xuất trọn gói. Đây là chương trình làm quen và giới thiệu về một số quy trình công nghệ và yêu cầu kỹ thuật về sản xuất công nghiệp hỗ trợ ở Việt Nam. | ||||

DECISION
APPROVING THE SCHEME “SUPPORTING THE DEVELOPMENT OF MEDIUM AND SMALL ENTERPRISES ENGAGED IN ANCILLARY INDUSTRIES”
THE PRIME MINISTER
Pursuant to the Law on Government organization dated December 25, 2001;
Pursuant to the Government’s Resolution No. 22/NQ-CP dated May 05, 2010 on the commencement of the Government's Decree No. 56/2009/NĐ-CP dated June 30, 2009 of the Government on supporting medium and small enterprises engaged in ancillary industries;
Pursuant to the Prime Minister’s Decision No. 12/2011/QĐ-TTg dated February 24, 2011 on the development policies for some ancillary industries;
At the proposal of the Minister of Industry and Trade,
DECIDES:
Article 1. Approving the Scheme “Supporting the development of medium and small enterprises engaged in ancillary industries”, in particular:
I. VIEWPOINTS, ORIENTATION, AND TARGETS OF SUPPORTING THE DEVELOPMENT OF MEDIUM AND SMALL ENTERPRISES ENGAGED IN ANCILLARY INDUSTRIES BY 2020
1. Viewpoints on the development of medium and small enterprises engaged in ancillary industries:
a) Develop medium and small enterprises engaged in ancillary industries on the basis of attracting investment from all economic sectors, especially foreign investment.
b) Develop medium and small enterprises engaged in ancillary industries to participate in the production network of multinational corporations.
c) Develop medium and small enterprises engaged in ancillary industries on the basis of utilizing human resources and domestic resources.
d) Develop medium and small enterprises engaged in ancillary industries to improve their competitiveness under the integration pressure..
2. Orientation of supporting the development of medium and small enterprises engaged in ancillary industries by 2020:
a) Develop medium and small enterprises engaged in ancillary industries based on the concentration site of medium and small enterprises engaged in ancillary industries in some localities.
b) Develop medium and small enterprises engaged in ancillary industries by implementing the incentive policies on developing medium and small enterprises engaged in ancillary industries, and the policies on developing ancillary industries.
3. Targets:
By 2020, the development of medium and small enterprises engaged in ancillary industries by 2020 must achieve the following targets:
- Boost the quantitative and qualitative growth of medium and small enterprises engaged in ancillary industries; ensure that medium and small enterprises engaged in ancillary industries may supply approximately 50% of the demand for domesticization of various manufacturing industries;
- The number of medium and small enterprises engaged in ancillary industries reaches approximately 2,000 enterprises.
II. SOLUTION
1. Group of solutions related to the policies on medium and small enterprises engaged in ancillary industries:
a) Formulate policies on concentration sites of medium and small enterprises engaged in ancillary industries: promulgate provisions on standards and incentives for ancillary industry zones and specialized industrial parks.
b) Organize the ancillary industries: sort the activities of ancillary industries into various economic and technical disciplines at various levels, business registration, customs, tax, and statistics of General Statistics Office.
c) Build a quality system of accessories: Build a system of Vietnam’s standards to support medium and small enterprises engaged in ancillary industries on the basis of considering international standards as well as the existing standards of multinational corporations in Vietnam that engage in ancillary industries.
d) Group of solutions related to incentives for medium and small enterprises engaged in ancillary industries: focus on implementing incentive policies, encourage the development of ancillary industries under the Prime Minister’s Decision No. 12/2011/QĐ-TTg dated February 24, 2001, on the policies on developing some ancillary industries; the Prime Minister’s Decision No. 1483/QĐ-TTg dated August 26, 2001, on the List of prioritized products of ancillary industries and relevant legal documents, especially the projects of producing products of ancillary industries for medium and small enterprises being investors.
dd) Financial solutions: the Vietnam Development Bank shall introduce their provisions on capital loan applicable to medium and small enterprises engaged in ancillary industries.
2. Group of solutions related to programs and projects of supporting medium and small enterprises engaged in ancillary industries:
- Program of disseminating technologies for ancillary industries to medium and small enterprises;
- Program of supporting medium and small enterprises in being suppliers to multinational manufacturing corporations in Vietnam;
- Program of supporting medium and small enterprises in applying the management system to production;
- Program of training human resources for medium and small enterprises engaged in ancillary industries;
- Program of building a database and websites that provide information about ancillary industries.
(The program details are specified in the Annex enclosed with this Decision)
Article 2. Implementation organization
1. The Ministry of Industry and Trade shall be in charge of the deployment of activities supporting the development of medium and small enterprises engaged in ancillary industries.
2. The Ministry of Planning and Investment shall be in charge of introducing policies on concentration sites for ancillary industries for medium and small enterprises.
3. The Ministry of Science and Technology shall budget this Scheme from the National program of technological innovation and the Program of productivity and quality enhancement; the Ministry of Planning and Investment shall budget this scheme from the development aid for medium and small enterprises.
4. The Ministry of Industry and Trade, the Ministry of Planning and Investment, the Ministry of Science and Technology, based on the objectives of the Scheme, must make and send annual budget estimates to the Ministry of Finance for appraisal, and implement them as prescribed by current law provisions.
5. Ministers, Heads of ministerial-level agencies, Heads of Governmental agencies, the Presidents of People’s Committees of central-affiliated cities and provinces, Heads of relevant agencies are responsible for guide and inspect the implementation of this Decision.
6. The medium and small enterprises engaged in ancillary industries, the Vietnam Association of Small and Medium Enterprises must promptly implement this Decision.
Article 3. This Decision takes effect on the date of its signing.
Article 4. Ministers, Heads of ministerial-level agencies, Heads of Governmental agencies, the Presidents of People’s Committees of central-affiliated cities and provinces, and relevant agencies are responsible the implementation of this Decision./.
